Description[?]:

"We have come to the conclusion that the best solution for controlling illegal immigrants is to deny their very existence. If we are to not only ignore them, but not provide them any public services, nor allow them to buy, sell, rent, or own, life for them here will eventually become of such poor condition that the lives they had in their previous countries shall become preferable.

It is because of this doctrine that we release the following bill upon the floor of the Knesset.

>>Be it enacted by the Knesset of the Sixth Jewish Homeland of Beiteynu, the following shall become law:

1)(A)A new section, to be named "Section 6: Illegal Immigrants," shall be added to "Article II - Citizenship." (B)This section shall read as the following:

"1)(A)Any person that is neither citizen, national, legal immigrant, legal visitor, or refugee and is living within the Sixth Jewish Homeland of Beiteynu shall be (a) defined as an illegal immigrant, and (b) be ignored by all governments of the Sixth Jewish Homeland of Beiteynu, and any and all government services and/or programs shall be denied to said person. (B)If any government or governmental organization aids and/or provides services to any such person, all persons responsible for these actions shall each face a minimum of (a) a 25,000 BEI fine AND (b) either (i) 20 years in federal prison, or (ii) the longer of either 10 years in a federal penetentuary or until the responsible person is rehabilitated, at the sentencing judge's discretion, if convicted of the crime.

2)(A)Any individual found guilty of aiding, engaging in any financial transactions with, providing to or accepting other services from, or befriending any person identified by (1)(A)(a) shall suffer a minimum punishment identical to the minimum punishment listed in (1)(B). (B)Any non-governmental organization of any type that operates within the jurisdiction of any government of the Sixth Jewish Homeland of Beiteynu found guilty of aiding, engaging in any financial transactions with, providing to or accepting other services from, or affiliated with any person identified by (1)(A)(a) shall be given a minimum punishment of (a) immediate shut-down and disbandment of organization, AND (b) a fine of 100,000 BEI per illegal immigrant violation under the charges.

3)(A)(a) If any non-governmental organization committing the crime identified in (2)(B) is deemed by the government as essential and/or important to society, and if (b) any substantial harm is predicted to happen to society at the result of said organization disbanding, as a punishment for its crime(s), that organization shall instead (B)(a) have each and every administrator of the organization punished as individuals under (2)(A), and (b) said organization shall be nationalized until said organization is reorganized in such a way that repeating of the said crime is less likely, and then (c) said organization shall be fully sold publicly on the stock market.

4)(A)Any person who is located within the Sixth Jewish Homeland of Beiteynu illegally shall (a) not be subject to any rights guaranteed to the citizens, nationals, immigrants, or visitors of the Sixth Jewish Homeland of Beiteynu, and (b) if said illegal person commits any crimes within the Sixth Jewish Homeland of Beiteynu, said person, if convicted, shall receive the highest-possible punishment the government may legally administer to anyone, regardless of the crime. (c) Conviction of said person requires only evidence and discretion of two judges, but no trial is necessary."


2)(A)In "Article I - Government," (3)(A) shall be amended to read:

"3)(A)(a) All refugees, immigrants, nationals, and citizens every year from the age of 5 to 18 and then every 4 years thereafter, shall be issued national identity cards by the federal government of the Sixth Jewish Homeland of Beiteynu (b) that they shall carry at all times except during their dormancy, and (b) which they shall have to reveal before the completion of every transaction, use of services, or payment for services of any kind, (c) to any individual, non-governmental organization, or government organization within the Sixth Jewish Homeland of Beiteynu. (d)Failure to do so shall result in any other parties involved being required to deny said service and/or transaction, and (e) failure of that party to deny said service or transaction shall be punishable as if said party were serving an illegal immigrant as read in "Section 6" of "Article II" of the Jewish Homeland Code."


3)(A) A fourth paragraph shall be added to "Article I" of the Jewish Homeland Code that shall read:

"4)(A)All national identity cards administered by the federal government of the Sixth Jewish Homeland of Beiteynu shall create national identification cards that either (a) may not be replicated or falsified by any known means, or (b) no technology that the government has reason to believe may be available on the black market is capable of replicating or falsifying any national identification cards. (B)The same organization creating the national identity cards shall make a national computer database, whereas anytime an official transaction of any sort is made, the national identity card of both parties must be confirmed as valid by said database. (C)Said organization must have two different backup databases, each utilizing different technology in different ways. (D)Said organization is also responsible for taking steps to ensure the survival, upkeep, and virtual invincibility of said database."


4)(A)Under "Article XVI" of the Jewish Homeland Code, a new section, "Section 1: Borders," shall be added, that shall read:

"1)(A)The borders of the Sixth Jewish Homeland of Beiteynu shall be guarded only by surveillance and forces enough to (a) alert and mobilize the militaries of the Sixth Jewish Homeland of Beiteynu in the event of an invasion, (b) to maintain law and order and control what enters the country, and (c) alert the immigration control organizations of the national government of the Homeland of each and every person and/or vehicle that crosses the borders at any point, a full detailed description of said person or vehicle, and the direction that said person or vehicle was traveling."


5)(A)It is the intention of this legislature that if any part of this law be declared unconstitutional, that all other parts remain in full force and effect.<<

Message"The Ma'avak movement must disagree. Our main problem with illegal immigrants over the years has not been the desire of individuals to move here for long term stays and drain our state resources but rather those that would use an open border to launch terrorist attacks within the Jewish Homeland. Whilst we commend the GJA for their work on this bill it does not solve, and would in fact make worse, the aforementioned problem."

Message"We would have to disagree about the terrorism. Yes, there are terrorists that want to harm us, but it becomes really difficult to do that if these terrorists can't make any transactions. Terrorists generally need some sort of hideout to assemble bombs and such.

And remember that all illegal immigrants will be spotted and tracked from the moment they cross the border to get in until the moment they leave.

It's also a bit difficult to bomb a plane or building if you can't get anywhere near these things. The only thing that an illegally immigrating terrorist would be able to do is set off a car bomb or perform a public shooting in the streets (as an illegal can't enter any facility traditionally open to the public). But restricting border movement won't deter these things from happening.

You may or may not have already noticed the loophole in the law that basically means that anything can be done to an illegal. So, if any person feels an illegal to be a terrorist performing suspicious activities, there would be nothing to deter such an individual from performing such an act of patriotism. You cannot be tried for the murder of a non-existent person that doesn't even have the right to life.

Message"Whilst we agree with actions to strip illegals rights and punish those who aid them, we still feel it is imperative that the government works to remove illegals. Laws that state that no immigrant should be aided are fine in theory, but in reality the government is not omnipotent; we cannot stop everyone performing transactions with illegals, and we will not always be able to prosecute those who do. We cannot even gurantee that fake ID cards will not be able to be made: technology, after all, evolves rapidly, and the more difficult we make it to get that technology only makes it more lucrative for criminals to try and develop it, and of course we cannot stop its availabilty in other nations.

We will support article 2, and can support a slight loosening of restrictions in border security, as the CZP suggested, now that the State of Emergency has ended, however we cannot vote for this if it removes attempts to expel illegal immigrants."

Message"Alright, we will compromise by simply having strict border control to maintain law and order.

The legislation does not expect the government to be omnipotent. But rather, the legislation makes the punishments so harsh (they are sort of insanely crazy) for aiding illegal immigrants that no one in his or her right mind would take the mere RISK of aiding an illegal - the fear of getting caught would be so intense that they would be more likely to attack an illegal outright.

We will compromise with you in the sense that the government does remove illegals, however, we wish them to not ACTIVELY search homes, as this invades the privacy rights of citizens - who happen to carry IDs that are required to get into their gated communities illegals cannot get into."
