Bill: Anarch Anakrousite Reform Bill - Alcohol Law
Details
Submitted by[?]: Commonwealth Workers Army
Status[?]: passed
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: February 2111
Description[?]:
The AAP wishes to enhance free trade, and allow market forces a stronger hand - by reforming the laws governing alcohol trading. At the moment, only licensed outlets can sell alcohol. The AAP believes this policy should be widened to allow ANY store to sell alcohol, although we still believe that only those who are individually responsible (adults) should be allowed to consume alcohol. |

Old value:: Alcoholic beverages may be purchased only from licensed sales outlets, and can only be available to adults.

Message | But then how do you keep track of it for taxation purposes? It becomes a lot harder. |

Message | Plus its harder to keep tabs on illegal drinking and alcohol related violence if everywhere is allowed to sell alcohol, it would certainly stretch our police forces even more. |

Message | LPE: Taxation can be done at the producer level, you can be certain that they will pass along the costs to the distributor, and in turn to the consumer. CPL: It makes little difference to the illegal drinking issue, fake proof is always available, and most anyone has friends of legal age to buy for them. Violence, it could be that if more establishments are selling alcohol, one would be less likely to get the critical mass of nasty drunks needed to start a fight in any one of them. |

Message | Response to the RLP: We thank the RLP for their responses... they seem to have pretty much answered our questions for us. Response to the LPE: The RLP suggested a fully workable method, but it is no less simple to simply check the accounting of sold merchandise (as our Taxation department does already), and watch for certain products being taxed at certain rates. Our department stores, for example, already do this... at a whole variety of different levels - depending on what a product is. e.g. Diapers taxed at a very different rate to toys. Response to the CPL: Illegal drinking is based (chiefly) on the age of the drinker... which is not affected by this bill. Alcohol related violence is based on consumption of alcohol, which is ALSO not affected by this bill. Both the above examples are citizen-based, by which the AAP means, we measure the alcohol-content of blood (for example) to determine alcohol's contribution to the crime. WHERE you seel it makes no difference to blood-alcohol levels. |
