Description[?]:
Due to the government does not subsidize higher education, low income families have no opportunities to send their sons and daughters to universties and colleges. For that reason, we propose to loan people who have no money to pay their studies. As the money will be back in a mid term future, government money will not declined. |

Old value:: The government does not subsidize tuition, students must pay for higher education themselves. This does not include scholarship programs.
Current: The government fully subsidizes tuition.
Proposed: The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.
