The Proud Nations of Solentia and Wantuni have long been allied political, ideologically and geographically. It is the intention of this charter to set forth a formal and public declaration of friendship, mutual-cooperation in certain affairs and most importantly a defensive-military pact.

1. Wantuni and Solentia hereby join in a pact of non-aggression which has the purpose of ensuring both agree they will never go to war with each other or become involved in activity which could lead to military action being taken against the other.

2. Wantuni and Solentia will create a joint Tribunal of Justice on matters concerning International Terrorism. This Court will be lead by two judges, each directly elected by the people of her or his respective nation’s legislators. The aforementioned judges must be sworn to political independence in their jurisprudence. . They have the power and authority to prosecute, oversee and rule on any individual on either side of the border on the basis of terrorism. Given all restrictions have been satisfied, the convicted man or woman shall be extradited without question to the nation whereupon the act against humanity or terrorism occurred. Thus below follows prerequisites for a rendering of judgement.

(a) No person shall be found guilty in the Court of Justice without the agreement of both judges,
(b) No person shall be detained for the Court of Justice without having the irrevocable right to submit a writ of habeas corpus.

3. Wantuni and Solentia recognize and hereby declare Nuncirists and the followers of the former Archonists as terrorist, subjects to article 4 (the Terrorist Law).

4. We hereby declare that not only will the two nations have jurisdiction over such individuals, but they will also have full abilities of cooperation with the nation of origin. Both nations will be encouraged by votes in the legislatures of each respective nation as to whether aid is given in regards to security, military, intelligence and police matters to remove the threat of terrorism within the defined borders.

4a: At no time does this charter make it a right of either Solentia nor Wantuni to intervene unilateral in pursuing criminals accused of acts against humanity, terrorism or treason. The Ministers of Defense and Heads of State and Government will maintain the level of involvement along with votes from the respected legislatures.

5. Wantuni and Solentian Foreign Office Officials also agree through this treaty, to have detailed and regular discussions on International Issues and agree to discuss with each other the issues which face the world and how best to solve them.

6. Wantuni and Solentia should also acknowledge the importance of the other and call on the other state in times of need and urgency and in return the state being called upon should guarantee they will listen and try to assist as best as possible with the other nations problems.

8. The charter sets forth furthermore that with our long and cordial relations that we make It clear that while this is a measure of a great deal-both of our proud and prestigious nations retain the right to self-determination. If at any time a shift of power occurs and this treaty is viewed as a burden and not a blessing; this treaty can and shall be looked at by specially appointed representatives from each Nation to resolve or suspend the items within.

7. To recognize the above all aim of this treaty, is to renew the good relations the states have shared for many years and ensure both states stand side by side in the face of danger and remain united.

MessageOOC: To the Conservative Party; it seems sensible to me and the U.D.P. that we work out a variant we can agree on before we even begin to involve them in this process and debate. If you look above, the S.R.N.P. has issues with it, you apparently do not. The point and logic is to get a bill we, all of us-can endorse and then work with Wantuni on this. The previous measure by The P.P. and F.I.P. had no proposals in which to be in compliance with. Would you suggest removing these?
