As we set out in our deliberations on the first bill, we favour the option of handing the responsibility to local government. Local councils are best placed to decide upon what will be best for their own area and can contract out the collection and disposal of waste if they so see fit, or they can keep it in house. Monitoring of the standards achieved by any private companies involved will be easier to monitor at a local level. |

Message | You realise just how much the local governments have to do right now without having to clean up after the private sector? Except for special waste, the private sector should clean up after themselves, lets cut down on unnecessary spending and improve effectiveness. We vote no. |

Message | The bill doesn't say that local government should carry out waste disposal: rather, that local government should decide on waste disposal regulation. This regulation could well leave disposal to the private sector in many, most, or all cases, depending on the local govt decision. |

Message | But all too often it'll put unnecessary pressure on local governments, why should any problem we can't deal with be sent to the local level? Lets save people money and the local governments effort by solving this problem for ourselves by making those who make the waste clean it up. I am disappointed that people see this any other way and suggest that the government clean up after private companies who make a mess of the enviroment. |

Message | This isn't a matter of government clearing up after private companies who make a mess! All businesses and homes produce waste. The issue of this regulation is whether we have government responsible for clearing the waste and raising the funds to pay for it in taxation, or have private companies doing it for a fee. We believe that this issue is best left to local communities as some decisions are best taken at a local level. Local governments can choose to charge a business which produces more waste a higher level of taxation for it's clearance if they see fit. |
