Children growing up in government custody face significant inherent disadvantages throughout their lives. They are better off left with their biological parents in a closely supervised environment. Additionally, this policy will save the state money, as funds will no longer be needed for as many foster homes and halfway houses. |

Message | We test parents so that we can be certain that they possess the skills and mental stability required for raising happy, healthy children, who eventually grow into productive, law-abiding Dorvish citizens. Also, we do everything in our power to make sure that children in government custody receive the finest care possible; it would be hypocritical of us not to do so. |
