In effect the apprenticeships and vocational training outlined in Ed to 20 are private educations, since they are run by the employers (as I read it). This carries the idea throughout the system. The government pays the bill while others do the work. This will lower cost and keep accountability toward performance. We have not surrendered control on the requirements of the education rather the methods employed. Thus if a school develops a better method of teaching a subject, other schools will adapt this practice or lose students. |
