In order to promote public health, the Department of Health and Social Services is hereby authorized and required to establish the National Drug Plan, which will subsidize the cost of prescription drugs for low income senior citizens. (To define these terms, senior citizens are those 65 and older, and low income refers to people earning less than half the average income for their household size.) The Plan will subsidize 25% of the cost of prescription drugs, up to a maximum of 500 Gadurs per month. This benefit exists in addition to any private drug plans that may be used. Only senior citizens who qualify as low income can use the Plan. Further, only prescriptions deemed medically necessary will be covered by the plan. |

Message | The cost of this program should be pretty minimal, and we're running a big surplus anyway. Besides, seniors paid into the system with their taxes for decades, we owe it to them to help them out in their golden years. |
