| The citizens of Rutania should have a civil defense system in place to ensure their survival in case of unforseable and forseable natural and technological disasters. Their right to help and shelters during castastrophe is esential therefore we propose that the local governments should control a civil defense system. |

Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: The government makes no provision for civil defence.
Current: The government builds and maintains a network of shelters across the nation.
Proposed: Local authorities are responsible for building and maintaining shelters.
