>>>Be it enacted by the Knesset of the Sixth Jewish Homeland of Beiteynu, the following shall become law:

1)(A)In Article VIII, a new section, "Section 1: Higher Education," shall be added, and it shall read as the following:

")(A)All higher education shall be private, (B) but the national government shall provide student loans to cover the expenses of all requesting full-time students each year. (C)However, the amount of the budget of the ministry of education and culture paid towards providing student loans each year shall not exceed sixty percent.

2)(A)In the event that the request for loans exceeds the allotted funds for loans, priority shall be granted to the students of highest potential first. (B)This potential shall be measured by a combination of (a) past academic performance, (b) applied testing in the practical work field, (c) personal interviews, (d) personal essays of various topics and nature, (e) ability to produce original works of creative expression, (f) ability to produce original solutions to problems, (g) level of ambition, (h) future career plans, (j) awareness of self, (k) empathy and interest in solving local, national, and international problems, and (l) willingness to both hold a job and perform community service while enrolled in studies.

3)(A)Every student must pay for college using only money loaned from a government entity within the Sixth Jewish Homeland of Beiteynu, credit gained from a work-study program, future-work debt-contract, and/or a scholarship that does not discriminate based on race, gender, parents/relatives/guardians, or financial status.

4)(A)After the completion of his or her Bachelor's Degree studies, a student may apply to continue education. (B)Only the upper fifty-percent of Bachelor's Degree recipients, using the criteria in (2)(B) of this section, shall be granted loans to continue education.

5)(A)When no longer enrolled in higher educational studies full-time, each individual shall be responsible for paying back his or her debts after receiving a total of 50,000 BEI in income after completion of education. (B)The individual then shall have deducted from his or her paycheck each month the amount equal to his or her salary after all other taxes minus a quantity of two-thousand BEI per month plus five hundred BEI per child that individual cares for. (C)If an individual does not receive a monthly income of two-thousand BEI plus five-hundred BEI per child after all other taxation, then that individual shall pay a minimum interest payment of the smaller of 500 BEI or twenty-five percent of his or her paycheck. (D) Payments will be made until the original inflation-adjusted loan amount, in addition to interest to (a) compensate for the growth of population and (b) provide funds for the loans so that within two decades, loan money is independent of taxes.

6)(A)Conviction of the violation of any of these rules shall result in (a) a fine of the greater of an amount double all debts to the government or an amount of 500,000 BEI, (b) mandatory psychological rehabilitation, (c) the invalidation of any and all degrees of higher education held by such convict, and (d) the barring from attending receiving any higher education in the future.

7)(A)"Higher education" is defined as all education succeeding secondary school. (B)"Bachelor's Degree" is defined as a basic four-year, post-secondary degree."

2)(A)It is the intention of this legislature that if any part or parts of this law is/are declared unconstitutional, all other parts shall remain in full force and effect.<<<


>>>Be it enacted by the Knesset of the Sixth Jewish Homeland of Beiteynu, let it be resolved that:

1)(A)All public institutions of higher education be auctioned off to private organizations at the end of the academic year succeeding the passage of this resolution, (B) that the funds received be used for the first student loans, and that (C) all governments in the Sixth Jewish Homeland of Beiteynu shall cease maintaining any institutes of higher education.<<<
