OOC: When I turned 18 I had to sign up for the Selective Service. Not because we actually have a draft at the moment but if we ever got involved in a massive conflict and needed troops, I can be called up to duty. And yes, most civilized nations do have something similar.

MessageNot to mention any kind of compulsory service is just going to engender feelings of contempt towards the state. We hardly want our youth growing up with the idea that the state views them as nothing more than pawns.
