MessageWhile we feel that everybody should have the chance to adopt children, we also feel that applicants should have background checks and undergo some childcare instruction before adopting. This is something that the current law provides (if rather excessively) for, and local governments could not be relied on to do this.

MessageResponse: The AAP believes that there is currently FAR too much potential for the sytem to be abused. However, we have broached this issue before, and are trying to seek a 'happy medium'... which has lead us to the devolution position - since it plays to our OTHER main focus.
