Old value:: Adoption is strictly regulated by the government. Only by passing several tests and by following an intensive program applicants can adopt children.
Current: Regulation is used to screen out only those with a previous history of child abuse.
Proposed: Adoption policy is to be established by local governments.

| Message | While we feel that everybody should have the chance to adopt children, we also feel that applicants should have background checks and undergo some childcare instruction before adopting. This is something that the current law provides (if rather excessively) for, and local governments could not be relied on to do this. |
