Theodor Schmöller will be named Chief of Hutori's Expedition Forces, and the rights and duties will be:


- All expeditions that are made by the state of Hutori itself, not from private persons, will be under his control.
- If he has to use armed forces, for whatever reason, he has to cooperate with the Minister of Defence.
- He shall be given a budget of 20,000,000,000 HLR (which would leave a surplus of a bit more than 4,000,000,000 HLR) in order to operate.
- He has to answer directly to both His Most Royal and Serene Majesty and the Prime Minister, and only to them.
- He has to give a report of the operations every two years.
- His most important duty is of course organising the expeditions, especially logistically, and to introduce and maintain contacts with natives.
- If the contact with natives is established enough to maintain a permanent connection, and if the political system of said natives is stabile enough to count as a state or as a state-similar construction, the contact shall become subject of the Ministry of Foreign Relations.
- The post of the Chief of HEF will be named by the entire government, but only when the government deems a change necessary. (This is to make the post stable, not to remove the democratic control.)
- A majority verdict can overturn the acts of the Chief of HEF.

As this is only government matter, only the majority approval of the parties currently being in the government is needed. However, the other parties are encouraged to show there opinion also by voting.

MessageWe agree on one condition:

A majority verdict in Parliament can overturn a decision made by Chief of HEF. I.E. The people still have a say in what goes on.
Not everything will have to go through Parliament but we have a chance to change any decision we do not agree with.

MessageOf course, a majority verdict can overturn almost every ministerial action in Hutori, of course also the acts of the Chief of HEF. We thought that was clear, so it stands not explicitly in the bill. But seeing that a majority verdict overrules ministerial decisions (and is generally needed for really big actions, like the breakthrough in the Macon War) it goes without saying that this is also true for the Chief of HEF.
