Maybe you are part of those that have strict interpretation of the Constution. In those times, 1789, the word shall was considered to mean more than you "may" do something. The intention of that clause in Article I was to order Congress to do it. Let me ask you something, since you interpret it word by word, then Congress doesn't have the power to close down the post office because the Constitution only say they can only establish it. is that correct? |
