"We believe the time is now right for Beiteynu to begin a colonisation of Squibble, in order to safeguard it from the increasingly hostile and reactionary nations of Dovani. Up to this point, our involvement in Squibble has been very limited; we have a small army presence, varying between 2000 and 3000 men at any one time, and group of explorers, trade negotiators and diplomats. As such, our settlements are also small and far between, as it is usually prefered to rely on the hosipitality of Squibbilian towns when traveling inland, and only building temporary settlements when this is not forthcoming, normally occupied for a maximum of a year. To that end our most notable permanent settlement is Manasseh, consiting of a small port, a residential district, frotifications and defences, and a barracks. In this bill, we wish to, over the course of 30 years, turn this into a modern and prosporous city." -Gilad Lifschitz Article 1: The Knesset reaffirms Beiteynuese sovereignty over all of Squibble Major, Squibble Minor, and Jonahs Island, unless seperate agreements are signed to relinguish our soveriegnty. Article 2: The Knesset, noting the gross violation of the human rights and right to self determination of the inhabitants of Squibble Minor by the Federal Commonwealth of Sekowo, reaffirms the illegality of the Sekowan occupation of Squibble minor, and condemns the abuse of its people. Article 3: The Knesset, recognising the right of Squibbilians to self determination, shall declare all cities and towns of Squibble, with borders to be decided by Beiteynuese Officials, to be fully autonomous protectorates of Beiteynu, free to decide their own laws and subject only to Beiteynuese intervention when deemed neccessary by the Knesset. The autonomous regions shall remain free of all tax legislation unless otherwise decided by a majority-vote in the Knesset, and with approval from the Nesí Hamdiná. Article 4: Over the course of 30 years, a maximum of 200,000 Beiteynuese citizens shall be allowed to travel and take up residence in Manasseh. Article 5: Over the course of 30 years, the Beiteynuese Government shall provide its budget surplus to a new government organisation, known as the Manasseh Development Agency, to build up the infrastructure of Manasseh. In order of priority, it shall build a World class Port, a new Army Base, improved land and sea fortifications, and an improved residential and housing district, as well as all other basic utilities and industries it views as neccessary. Article 6: As soon as facilities are available to accomodate them, the number of troops in Squibble shall be increased to 20,000. Article 7: During the 30 year development process, the responsibilty for the running of Manasseh shall be given to a Posek appointed by the Nesí Hamdiná. Article 8: At the end of the 30 year development process, Manasseh shall be divided into 30 roughly population equal electoral districts, to be decided by the serving Posek. Each district shall elect one official, by a first past the post system, to the Manasseh Knesset, and shall hold elections every five years. Henceforth the Posek chosen by the Nesí Hamdiná shall require a majority vote from the Manasseh Knesset before taking up office, and may be removed from office following a 2/3 majority vote from the Manasseh Knesset.
