| Treaty of Non-aggression Between the Republic of Hobrazia and the Selucian Empire. The Government of the Republic of Hobrazia and the Selucian Empire, desirous of strengthening the cause of peace and cooperation between Hobrazia and Selucia, have agreed as follows: Article 1 Both signatory nations shall refrain from any act of violence, any aggressive action, and any attack on each other, either individually or jointly with other powers. Article 2 Should one of the signatory nations become the object of belligerent action by a third power, the other signatory nation shall in no manner lend its support to this third power. Article 3 The Governments of the two signatory nations shall consult together and exchange information on problems affecting their common interests. Article 4 Neither of the two signatory nations shall participate in any grouping of powers whatsoever that is directly or indirectly aimed at the other party. Article 5 Should disputes or conflicts arise between the signatory nations over problems of one kind or another, both parties shall settle these disputes by peaceful means in such a manner that peace and security are not endangered. Article 6 After the present treaty has been in force for twenty years, either signatory nation may terminate the present treaty by a notice of termination given to the Government of the other signatory nations . Termination shall take effect not less than two years after a notice of termination has been given. Article 7 The present treaty shall be presented for ratification by the Governments of the signatory nations to their respective Legislatures within the shortest possible time. Each signatory nation shall notify the other of the outcome of the ratification vote. The agreement shall enter into force as soon as it is ratified by both signatory nations . | Message | To the esteemed MPs in the Hobrazian Parliament: Perhaps you owe a debt of gratitude to your hard-working Minister of Foreign Affairs, Jim Rice, for he has taken it upon himself to open friendly dialogue with my country, the Selucian Empire. This current piece of legislation is but the latest development in the amicable discussions in which I have been engaged in with Mr. Rice, whom I now consider a friend. The honourable parliamentarians here in the Republic should be pleased to know that their debate on this important bill shall not be in vain, as there is an identical bill on the floor in the Imperial Senate of the Selucian Empire. | Message | I suggest we pass this as soon as possible, as the Selucians will soon put it to vote. I wll say again, the Selucians are honest and sincere. Minister Nafta takes friendship seriously and can be taken for his word. I will send this to vote and I have no doubt it will benefit both nations once ratified. |

| Message | I appreciate Minister Rice's vote of confidence, but I can assure you that the Selucian Imperial Senate usually takes its sweet time in debatng such matters, so please don't feel rushed in debatng this. Please feel free to discuss ths at your leisure and if any of the clauses seem objectionable, please challenge it. And, if anybody has a suggestiion for a new clause, please don't hesitate to propose it. These things take time and must not be unduely hastened. | Message | We have no issues with the articles of the treaty, and feel it is fair and to the point. Please don't feel our voting on the agreement so soon puts any pressure on your government to ratify quickly. We can wait a long time, so take your time and don't let our haste dictate the time you take to fully debate. I apologize for voting so soon, but the concensus was a positive one. If you want to change a clause or add a clause, we have no problem in altering the agreement after ratification. Again, my apologies Minister Nafta. Sincerly.
