MessageThe Finance Ministry is pleased to announce a new budget which reflects recent developments abroad and at home. Following are the budget's highlights, and reasons therefore:

1) The budget increases overall spending by 750 million ALOs, and abolishes the corporate tax. We can afford to do both, because we are currently generating a 2 billion ALO surplus. The corporate tax generates about 1.2 billion ALOs. The loss of those revenues, plus the increase in spending, comes to just about 2 billion ALOs.

2) 250 million ALO increase to Foreign Affairs. This is to reflect the aid spending for Luthori overwhelmingly approved by the Parliament.

3) 2 billion ALO cut to Defense. This is to provide funds to other Ministries, who have seen their budgets tightening during the war. The 15 billion figure is still more than Defense spending was before the intervention.

4) 250 million ALO increase to Justice. Aloria is growing. The demands on her federal courts, prisions, and law enforcement agencies are always increasing. Justice must be increased periodically to reflect those demands.

5) 250 million ALO increase to I & T. Again, I & T must periodically be increased to reflect increasing demands on Aloria's transportation networks.

6) 1 billion increase to Health and Social Services. This Ministry has not seen a budget increase since the war began. Now, with 135,000 returning troops, there will be increased demands on care for veterans: tending to their wounds, their mental health care needs, and more.

7) 1 billion increase to Education and Culture. Those returning troops will also need to readjust to Alorian life. Increasing funds for their education will do two things: a) it will diminish the shock to the Alorian economy from 135,000 men returning home and seeking employment, and b) it will give them skills to reintegrate into the marketplace.

This is a fine budget. We urge the parties to vote for it.

Message"I also point out to any parties of fiscal conservitism that this bill is more then anything a reallocation of wealth, defence being cut, as their is no longer a state of urgency, and that money redistributed. Total increase does not require anymore taxation, and in fact this bill cuts taxes. At this point in time, the surplus is to little to be made into a meaningful tax cut, and it would be a waste of money to not do anything with it."
