Description[?]:

If an indigenous group wishes, it may make a claim to the lands it considers its traditional home. The people living in those lands will then be given the opportunity to hold a referendum. In those areas where the referendum passes, the land will become the collective property of the indigenous people.

The right to property is affirmed and recognized for collective indigenous groups. It does not apply to individuals. Individual citizens are allowed to own land and businesses, but ownership of property by other than indigenous peoples cannot be considered a "right."

As a further point on property, this bill will grant the victim of property seizures the right to determine compensation, but to avoid abuse the government is granted right of appeal to a neutral tribunal.
