Description[?]:

The Anarch Anakrousite Party feels the nation is divided over the issue of the death penalty. Currently, all who commit capital crimes are possibly going to receive a death sentence.

Some feel this is only fair for capital offenses (MANY AAP members believe this is so), but some feel that one life lost is too many.

In the interests of moderation... mediation, even... the AAP wishes to attempt an 'olive branch' Bill - something to mitigate the extremity of current legislation, whilst also maintaining a last recourse for the MOST SERIOUS offenses.

Amended Bill language: The AAP wishes to satisfy LPE concerns, by suggesting that strong measures be introduced to increase the evidence load needed for a death-penalty conviction - in order to drastically reduce the possibility of accidental wrong verdicts, and hopefully limit the number of death-penalty sentences awarded.

Amended Bill language: The AAP also wishes to satisfy CPL concerns, by suggesting that crimes against mankind be defined in such a fashion as to allow the worst repeat offenders of certain crimes (violent crimes such as rape and murder), to be brought under that umbrella.

MessageThe LPE is usually willing to support a compromise, but in this case we feel we cannot, as we must press for a total ban of this barbaric punishment. We will introduce our own bill proposing such measures.

MessageResponse to the Royalists: Indeed - this is a compromise bill - since it hits neither extreme squarely... it doesn't even correspond to the actual AAP position on the matter, but is offered as concession to BOTH sides.

The AAP would like to see some bi-partisan compromise in Likatonian politics, and this MIGHT be just the sort of 'cetralising' legislation to enable it.

I wonder if the LPE and the (former) CPL might be able to work out some way to compromise on this issue, as the AAP has - we are willing to entertain extensive reworking (if needed) to the Bill language, in order to reach a medium between parties.

For example: The Bill language could argue for much more stringent protection from the penalty (to appease the LPE), whilst also elaborating the borders of the Bill to be a little more inclusive (to satisfy the CPL).

The AAP shall place an amendment in the langauge, and see what the other parties think.

MessageBy broading the defination of crimes against mankind, we do not see any great differences between the current situation and that proposed herein. We would request further explanation before we cast our party's position.

As an aside, with the possible exception of some environmental crimes such as poaching, aren't all crimes really crimes against mankind? Just wondering.

MessageThe AAP believes that 'crimes against mankind' is USUALLY taken to mean such things as genocide.

For the purposes of a compromise bill, the AAP would like to have the language suit an interpretation that INCLUDES genocide (obviously), but allows the envelope to stretch to cover the more heinous 'lesser' (if you will) crimes, such as multiple killings, or serial rape. Effectively... 'crimes against mankind' lite.

In order to achieve a workable compromise - the Death Penalty would be made harder to sentence than it is currently (the evidence would need to be incontravertible... but we have no problem with that, we think it SHOULD be already), and the number of criminals that might qualify would be less than currently.

Effectively, it would only apply for the very worst crimes, where there was no question on the evidence.

We regret that we STILL managed to push this bill to a vote while the LPE was indisposed, but we are profoundly gladdened that our Liberal allies were able to be involved.

MessageThe AAP would just like to say how gratified they are that, even if this Bill ends up dead on the voting-arena floor, such disparate parties as the LPE and Conservative Party managed to find compromise enough to iron-out a Bill both could support - despite the contentious nature of the issue.

The AAP finds this Bill a momentous document, and hopes it is some kind of omen for the future.
