Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: Local authorities are responsible for building and maintaining shelters.
Current: The government makes no provision for civil defence.
Proposed: No new buildings may be constructed unless they feature provisions for civil defence.

Message | Article 1: We do not support nationalizing any of the defense industries. This would create a huge burden on the national government and its budget. We strongly support the current law. Article 2: We like to keep local control whenever possible, but this is an area where we might be open to a national policy that would greatly enhance the safety of our people. |

Message | While we are more open to this law, we are not sure if we want it to pass. We are still contemplating whether or not to support this. |

Message | We missed the vote, but we had decided not to support it anyway. For many years the policy was to have the government be responsible for building shelters across the country. That would perhaps be the best selection. If this law had passed, it would have severely handicapped our housing and construction firms. |
