Section I. Short Title This act may be cited as the "International Aid Act of 2570". Section II. Immigration. A. 1. No person who is not a Vanukan citizen, and who has been convicted of a crime which, if committed in Vanuku, would be punishable by imprisonment of one year or more, shall be permitted to establish residency in Vanuku. 2. Any person of sound mind and good moral character shall be eligible to apply for permission to establish residency in Vanuku, with the Ministry of Foreign Affairs. B. Residency eligibility shall be determined on the following principles: 1. Any person who is a family member of a person permanently residing in Vanuku shall be eligible for permanent residency in Vanuku. 2. Any person who has received an offer of employment in Vanuku for a period of not less than two years shall be eligible to establish permanent residence in Vanuku. 3. Any person who has invested at least 250,000 Vanuku in a Vanukan business, or who owns real property in Vanuku with a value of at least 250,000 Vanuku, shall be eligible for permanent residency in Vanuku. C. There shall be limits on annual immigration, as follows: 1. Not more than 2000 people shall be permitted to immigrate to Vanuku as provided in division B (1) of this section in any month. 2. Not more than 5000 people shall be permitted to immigrate to Vanuku as provided in division B (2) of this section in any month. 3. Not more than 2500 people shall be permitted to immigrate to Vanuku as provided in division B (3) of this section in any month. D. If in a given month, more persons apply for permission to establish permanent residency in Vanuku under a given category than the permitted quota, precedence shall be given on the following criteria: 1. In the category of division C (1) above, according to the closeness of the applicant's relationship with their relative, which shall be determined based on Vanuku's laws of familial inheritance, and then by the length of time for which a given application has been pending. 2. In the category of division C (2) above, according to the importance of the job, which shall be determined based on guidelines created by the Minister of Foreign Affairs, and then by the length of time for which a given application has been pending. 3. In the category of division C (3) above, according to the amount the applicant has invested in Vanuku, or the value of their property in Vanuku, and then by the length of time for which a given application has been pending. Section III. Refugee status. The Minister of Foreign Affairs shall create guidelines for the admission of refugees into Vanuku; provided, that not more than 750 persons shall be admitted into Vanuku as refugees in any given month. Persons admitted as refugee shall be eligible to apply for permanent residency in Vanuku twenty-four months following their admission into the country. Section IV. Citizenship. 1. Any person who has continuously resided in Vanuku for five years, and who is a permanent resident of Vanuku, shall be eligible for citizenship. 2. The Minister of Foreign Affairs shall create a citizenship test, which shall test citizen-applicants on their knowledge of Vanukan politics, culture, geography and history. 3. A naturalized citizen shall hold all the rights, privileges and obligations of Vanukan citizenship. Section V. Effectiveness. This bill shall take effect on Jan. 1, 2571. |

Message | We, the Vanuku Sinatranoan Party, agree with most of this Bill. We wishe to raise in debate Section III, and Article 3. Some aid (perhaps more assimilation and support rather than strictly financial) should be made available to refugees of extreme cirumstance (genocide, escape from a wartorn environment), so that they might better become happy, contributing members to Vanuku, thus raising their quality of life. |

Message | This bill represents an attempt to reach a compromise on this issue; the quotas are significantly reduced from the previous bill on this issue. Likewise, the refugee article is an attempt to reach a compromise with those who would wish to admit no refugees at all. That said, we would certainly be willing to extend aid to refugees who settle here, as long as a majority of the parliament would agree to it. |

Message | We agree with all articles except article 2, on the grounds that nationality is some thing special, and if we just let anyone obtain it, it lowers its appeal to the people that are born here in Vanuku. |

Message | We, the Vanuku Sinatranoan Party, would like to express some concern than drafting and debating effective, thorough legislation in Vanuku is taking second place to elections. Regardless, we shall support this Bill, with the clear intention of proposing a resolution for debate straight after (should this Bill be enabled) to address the concerns we have regarding assimilation of refugees.
