Message | Mr Alphonse Pinchino, Leader of the Vanuku Sinatranoan Party, addresses the Grand Council to debate proposal to repeal the 'Game On Act 2541'. "Ladies and Gentlemen of the Grand Council. "First, a little wit. It appears that the Vanuku Freedom Party's hobby horse rides again! "More seriously, a history lesson. In May 2541, the Vanuku Sinatranoan Party put to the vote the 'Game On Act 2541', so named because apparently our draft legislation team has a sense of humour. I'm not that convinced. Apparently they also spend too much time playing MMORPGs, which I gather is hip-speak for World of Warcraft! "Regardless, this legislation was proposed so that parents pestered by their children could make an informed choice on the suitability of the software for said children. The legislation was designed to help protect our young. There was, however, no coercion in this legislation. No retailer could be sued. No retailer could suffer legal backlash. The content rating was a guide. The 'Game On Act' struck the delicate balance between freedom of choice and enabling that that choice could be an informed one. "Needless to say, the Act was enabled in law, and continues to provide effective guidance. "In September 2566, the Vanuku Freedom Party proposed legislation to reverse this. Their impressive argument was, and I quote: "Sec. 1 SHORT TITLE This act may be cited as the 'Free Speech in Video Games Act of 2566' Sec. 2 PROVISIONS The federal government shall make no regulation pertaining to the content of video or computer games. Sec. 3 EFFECTIVENESS The provisions of this act shall take effect immediately. "Thrilling. "We debated an argument, repeating our Party's vision and the reasons behind the current legislation. No further debate ensued, and although three parties voted in favour, it was defeated. "In August 2569, The Vanuku Freedom Party put to vote a Bill with the following description: "Sec. 1 SHORT TITLE This act may be cited as the 'Free Speech in Video Games Act of 2569' Sec. 2 PROVISIONS The federal government shall make no regulation pertaining to the content of video or computer games. Sec. 3 EFFECTIVENESS The provisions of this act shall take effect immediately. "Amazing. "They changed one entire number. (For those asleep up the back, it was a six changed to a nine!) "Again, we indicated why current legislation is in place, and we actually reworded it. Imagine that, two responses that weren't cut and pasted! And again, no further debate, and the motion was defeated, but now with only two parties voting in favour. "And now let's fast forward to the present. Now it's called the 'Repeal of the Game on Act'. Full marks for originality. And the description of this Bill is different too! "But unfortunately, the proposal is still the same. To take away the tools of effective parenting, for absolutely no change in the rights to freedom of choice by citizens of Vanuku... except, perhaps, for the eleven year-old who believes - despite his parents - that he can maturely approach games such as "Manhunt 2" and "Grand Theft Auto IV". "When the Vanuku Freedom Party gains forty-eight seats in the Grand Council, then they may propose and pass this piece of legislation. Until that unhappy day, I hope that the lawmakers of Vanuku will still continue to recognise that our children need some guidance, and that it is not in their interests to be allowed to run wild like wee wanton beasties. It was a bad law 31 years ago, it was a bad law six years ago, it was a bad law three years ago, it is a bad law today, and if it is not repealed, it will continue to be a bad law, and let us be very clear that all of the Sinatranoan arrogance and pompousness in Terra will not change that fact! This law grossly exceeds the government's legitimate authority, and moreover, it is a blatant violation of the free speech rights of video game retailers. And we will not rest until it is repealed." |
