Description[?]:

Accepting the health risks related to the taking of tobacco whilst also taking into consideration the allowance of choice from the individual, and whilst accepting that those surrounding the individual are forced, through no fault of their own, to inhale toxic substances through the smoking of aforementioned substance, the Government of the Second Imperial Republic of Hobrazia will, henceforth and with immediate effect, ban the consumption of smoked tobacco products outside of the confines of an individuals place of residence or those private clubs that have applied for licensing. Should any person be found to be smoking these products outside of these areas defined, or where young children or non-smokers are present, then said person will be arrested and placed before an Imperial Magistrate on charges of manslaughter due to the corrosive nature of aforementioned products and be given a sentence in accordance to those defined by the Court.
The consumption and sale of non-smoke tobacco products will be allowed to continue following already existing guidelines. Additionally, the adding of further noxious substances to tobacco products which can and will cause further toxic harm to both the individual and those surrounding is to be outlawed in order to reduce pressure on the health service and to reduce the health risks to the individual and those surrounding to a minimum.

MessageWe support this in principle, but isn't arresting people who smoke in public going a bit too far? We would suggest a stiff fine for violators.

MessageIt is our experience that fines do very little to dissuade participants from stopping their ways and it is for this reason that we believe that such extreme measures be taken. It is hoped that after a few people, hopefully very few, are hit by these measures that the effects will be hard hitting and long lasting.
