Message | If we are going to have arbitrary restrictions on the consumption of alcohol, it stands to reason we need to restrict the sale as well, to ensure that said arbitrary restrictions are enforceable by that vendor. |

Message | We believe our proposal covers the most important stuff, the extra regulation we think is a bit superficial and not really needed. If you say alcoholic beverages can only be bought and consumed by adults, this can still be done by the vendor, he doesn't need a special licence to do that. If i recall correctly, selling cigarettes is also restricted to adults, but we don't have "licensed cigaret sellers" do we? |

Message | Regarding the sale of tobacco products our current law lieterally says there are certain restrictions on the sale of cigarettes, and only only adults can buy them. It doesn't say anything about a permit or licensing system. So this means a adult-restriction can be just as well carried out without having to set up a special licensing system. |

Message | Ah, but such a restriction could be (and should be) that they are only sold by a licensed vendor. That is what we would like to interpret it as. |
