MessageThe Finance Ministry Reports that the treasury has the funds to support this.

It should be noted that because under current law, private TOCs are not allowed, that without this budget allocation, then either the Ministry of Infrastructure and Transport must fund the national TOC (Rail Aloria?) out of its existing revenues, or, the previous bill will have amounted to an abolition of rails in Aloria. I'm certain that was not the legislative intent. We therefore urge that the Parliament pass this bill.
