| Message | The Finance Minister, Lord Harold Barbossa of Bailon addresses Parliament: "After several years under the old budget, it is now time to revise policy. The last budget was introduced by my predecessor under different economic circumstances, since then our nation has experienced considerable economic growth. The cost of living and wages have risen by over 10% of their 2566 levels. To address this the Finance Ministry has been working on a new budget and tax system (see separate bill). The expenses of the High Chancellor have risen in line with the rest of the economy, we therefore allocate more Beluz to his budget. Transport for the High Chancellor has become a particular issue, especially with his recent meetings in Hutori and Luthori. I have therefore added 450,000 Beluz to his expenses to cover the rise in costs. Perhaps with this money the High Chancellor can negotiate the purchase of a new fleet of aeroplanes to replace the current High Chancellors plane, which has been criticised because of its lack of efficiency. The Finance Ministry would suggest that the Planes would be shared with the Government to save money. By agreement with the Foreign Office, a cut of 100, 000, 000 has been made in order for funds to be redistributed where they are needed. The Foreign Office has been able to reduce costs by merging the Artania Affairs Office, into the Foreign Affairs Ministry. This has allowed all Foreign Affairs staff to be under one roof, and reduced the workforce by 10%. I have increased the Internal Affairs Ministry by 50, 000, 000, to fit in with the rising costs of Policing our growing population. The Ministry of Defence has recieved a rise of 5, 000, 000, 000 Beluz, this is to maintain our superior military position on the continent. Should a war ever happen, we must be prepared. Our Infrastructure and Transport has recieved an extra 100, 000, 000 investment. Since hosting the World Cup our infrastructure has declined, and I ask the Minister to ensure that this extra money is used to ensure that our transport network is sustainable. I have Cut 500, 000, 000 from Health and Social Services because of the decline in claims for government support on income and benefits. In order to further stimulate economic growth, I would like to increase the budget of Tourism by 10, 000, 000 and increase Trade and Industry by 500, 000, 000. The other areas budget is at a level which is still appropriate to their needs. Should this change under this government, I will of course revise the budget." |
