Bill: OOC; Local Governments?

Voting deadline: July 2578

Description[?]:

A nice feature to have had for this game is local governments. Given that Aloria has more or less become a decentralized federal republic, this would have been especcially useful for our country. Maybe we could implemant them ourselves for this game?

To decide the who is elected to the various provencial governments, all that is neccessary to do is to take the amount of seats from each province and set that as the number of seats on the various provincial governments. Then we decide how many seats each party has in the provincial governments by using the amount of seats each party has from each province nationally as the number each party in each province has provincially.

Maybe later I could post a list of issues left up to local governments? From there we could post bills about each issue that are resolutions without articles but determine the laws of each province. For example, if i wanted to change the law of the land with regards to food safety standards in Kurmal, I'd post it as Kurmal: Food saftey standards, and then indicate in the bill what I was proposing. From there, we would vote, but then we obviously disregard the numbers, and instead use the number provincally from last national election.

Does this sound like a good idea to everyone, or not really? It may make for interesting RPing. For example, discrimination in schools could be a local issue, and in one province there discrimination is allowed and practiced. This is an ill the national parliament could then only change by dedevolving the issue. A controvesy then between federalist parties and unitarists parties.

What says everyone else?

Random fact: It is possible for a player to transfer ownership of a character or a royal house to another player. This should be done in a public way, such as on the Character Transfers thread, so that if a dispute arises in the future, Moderation can be pointed towards evidence of the transfer.
