| In case a cabinet member cannot carry out his duties as Head of a Ministry because of illness or incapacity (not impeachment), he/she may name a replacement to run the Ministry as Acting Minister for a period of one year. If one year has passed and the Minister is unable to discharge his duties as Head of Ministry, the Ministry will then be officialy without a Minister and the Minister must not, within that same term, reobtain the powers and duties of the Head of Ministry. This is a Constitutional change and requires a two-thirds majority of Parliament. |
