Bill: Smoker's Freedom Act
Details
Submitted by[?]: Sojuz Ljudej (People's Union)
Status[?]: defeated
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: August 2114
Description[?]:
We, the Orange Party, wish to overturn the current illogical laws regarding smoking. We feel that the current ban on smoking in public places should be overturned and replaced with a law that allows smoking in public places. The current law is too repressive for our tastes. |
Proposals
Article 1
Proposal[?] to change Government policy towards smoking.
Old value:: Smoking is legal outdoors and in private homes and clubs, but illegal indoors in places of employment, with the exception of places that primarily serve liquor.
Current: Smoking is legal everywhere, at the discretion of the property owner. However, service/employer property owners that allow smoking must provide a separate non-smoking section.
Proposed: Smoking is legal everywhere, at the discretion of the property owner, but is illegal in government-owned buildings.

Message | OOC: I know that the in-game mechanics don't allow for greater precision than the proposal above, so here is what I recommend, please give me your thoughts: 'public' - by public we mean not privately owned. E.g., a pub or a shop is a private location, a government office or a road is a public location. indoor public places - we are feel that as this is a public place, the electorate should decide. We accept that there is the possibility that second-hand smoke may be harmful and therefore would be prepared to tolerate restrictions here. outdoor public places - the second-hand smoke argument cannot reasonably be made here, and therefore it is unacceptable for the government to restrict activities. indoor/outdoor private places - these are the sole business of the proprietor of the establishment concerned, and his/her decision should be final.
