Bill: Announcement (Hutori situation, 2578)

Details

Submitted by[?]: 帝国公明党 (Teikoku Kōmeitō)

Status[?]: defeated

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: June 2579

Description[?]:

"My fellow representatives, seven hours ago the Unionist forces in Hutori attacked Sekowan held Farbanti with chemical weapons, including Cyanide gas and sulphuric acid bombs.
While we don't have final numbers, atleast 5,000 people, half of which are Hutorian and Sekowan civilians, have been killed and over ten thousand have been injured."
Pry. Kayabuki takes a breath before proceeding.

"In response, an hour ago I ordered the missile submarines Zeus and Heron to launch four small (5 kiloton) nuclear missiles at four specifically chosen military installations in Hutori.
All four missiles hit their marks, destroying the military installations."
Pry. Kayabuki stops briefly then proceeds.

"Further more, as of 7am monday morning (friday currently) I officially reign as the Prytanis of the Federal Commonwealth of Sekowo.
I fully expect many of you to disagree with my actions, and I will say this, it was not an easy choice to make, however it is my hope that hit display of force will help bring an end to this war.
I accept full and total responsibility for these actions, and am ready to face the consequences of doing this, whatever they may happen to be."

OOC:
For reference, the Hiroshima bomb was 10 kilotons, so these would have been only half as strong and would only affect a three mile radius area around their strike points.

Also, these are bunker buster nukes, that is very small nuclear warheads meant to destroy hardened bunkers.

For reference the US considered using these in the initial stages of the Iraq war, but decided against it since the word nuclear scares people.

MessageAs chairman of the FSC, I wish to denounce the ISP's seizure of the Prytany and their illegal use of nuclear force. For whatever reason, the ISP had vacated the Prytany, and it currently has no holder. A new cabinet must be passed in order for our nation to have a leader. Kayabuki no longer holds any power within the government and, for the following reasons, ought to be tried for illegal misuse of power.

The sequence of events is not currently clear; however, even if the ISP did still hold the Prytany during the nuclear attack, there is no legislation authorizing the Head of Government to unilaterally order the use nuclear force. In fact, the current law states: "The nation shall never use nuclear weapons in warfare unless another nation uses them first." The Hutori Monarchists did not use nuclear weapons, they used chemical weapons. Thus, not even the Legislature could authorize such a counter-attack without first changing the standing legislation. We urge the NPP to propose a new cabinet excluding the ISP and their tendency toward illegality and rash decisions.

In addition, Kayabuki under the ISP has endangered Sekowo with nuclear attack on our own soil and calamity to all of our citizens. Unionist submarines are currently in our waters ready to launch a barrage of nuclear missiles through our defense system and into our cities. We believe that this level of incompetence and disgraceful foolishness must be punished quickly and effectively. A new government must rise in Sekowo, one that does not deliver our most valued and trusted places of power to those who would carelessly throw our nation into chaos and threaten millions of Sekowan lives.

We ask the FSC and our allies to act as the new vanguard of a movement to protect Sekowo from complete destruction at the hands of these Imperialists.

MessageWe agree whole-heartedly with the Archonists.

We believe that all involved in this affair, including the captains of the submarines which violated national laws, be courtmarshalled, tried for treason, and given the harshest penalty possible under Sekowan military (not civilian) law.

As the Socialists have violated the trust given to them in this position, they will be barred from the new cabinet until such time where a formal restitution may be made to the Folkstmma of Sekowo.

MessageThe actions of one person is hardly representative of a group, the ISP officially condemns any use of nuclear weapons, and believes they should be primarily an ultimate last defence.

OOC:
I think I should tress here that these are barely nuclear, and would actually be considered 'enhanced tactical weapons', rather then nuclear weapons.

Also, it seems that this event may just end the civil war, so there is good from it.

Oh, and I have to admit to, I sort of screwed up, since I thought are law had said unless we were attacked by nuclear or bio/chem, so yeah..

Message[[The most dangerous aspects of nuclear weapons are the fallout and the nuclear winds, which affect a much, much larger area than the warheads. In addition, fallout persists for centuries. Nuclear weaponry is not to be trifled with.]]

MessageFallout can actualy last as little as 10 years, depending on specifics. (though its not that short in this case)

Message[[Well, fallout decreases by half-lifes, according to the rule of 7/10for every 7 units of time, the strength of fallout decreases by 90%. What this means is that trace amounts persist for centuries, even with small bombs. However, limited cleanup will likely be possible within a few years with a bomb this small, but that does not mean that cancer rates wouldn't increase if the area were settled after that.]]

Message[[True, but just saying, when most people hear fallout they ususaly have no idea what it really means, they just know that it is generaly bad. I'm sure most of us, being on the internet and all, probably look into things like nukes. (I do so on a regular basis x.x)]]
