The Three Nation forces claim to have not attacked the Washibar, and speculate that an internal explosion destroyed it.

We propose to send two ships to the sight of the wreck to investigate for ourselves.

MessageForgive us for not attending to this sooner. The Communist strife distracted us. Evidently, the corrupt Ashman administration under the MDP knew more than they were letting on:

To: Joseph Hunter, Minister Foreign Affairs Gerajan Republic of Malivia
From: Ida Down, Minister Foreign Affairs Second Imperial Republic of Hobrazia.

Please find enclosed a copy of a dispatch sent to the Malivian government and, specifically, the Maharaja some time ago (shortly after the loss of the MNS Washibar) and that we have still yet to receive a reply:

"To: Maharaja Kevin Ashman
From: Ida Down, Foreign Minister Second Imperial Republic of Hobrazia

Firstly, I would like to offer my sincerest sympathies to the Gerajan Republic of Malivia following the, as of yet, unexplained loss of the MNS Washibar. We would like to, at some point, discuss the return of those sailors recovered from the waters surrounding the Washibar who are currently being cared for en-masse near Hoba Beach and would like to reassure you that they are being well catered for at present by trained medical personnel.
We would also like to offer the opportunity for the Gerajan Republic to work with the Imperial Republic on finding out exactly what happened. These events have put strain on efforts made between yourself and my staff at maintaining cordial relations between our two countries, not helped by members of both the Imperial Republic Imperial Chamber and the Gerajan Republic Parliament who seem at odds at almost every level.
As an offer of understanding between our two governments, and to investigate the events that have occurred, we are dispatching a dive team to the site of this incident and we would appreciate it if you joined us in this investigation to maintain, and guarantee, the openness of the investigation. To this end we would allow, nay encourage, the Gerajan Republic to dispatch a science vessel of your own to work with our investigators. We would, obviously, waive any requirements in regards the Three Nation Council in entering the protected zone and encourage that our two teams work as closely as possible to reach a swift, and accurate, portrayal of events. We are, however, concerned that this action may be linked to the previous attack on Malivia via a terrorist bombing in the Wilayah of Dendars and may be an attempt to draw our forces into armed conflict, something I am sure that neither of us wants.

Ida Down
Minister of Foreign Affairs
Second Imperial Republic of Hobrazia"

I hope to receive a swift response to this as I wish to see this situation dealt with amicably as soon as possible. A Hobrazian team is already en-route to the area but we encourage the Gerajan Republic to work with us in finding out what happened.

Ida Down
Minister of Foreign Affairs
Second Imperial Republic of Hobrazia

MessageWe would suggest denying the Hobrazia teams access to the site, Malivian teams should be sent to the ship first to ensure that sensitive information relating to Malivian army movements can not be taken by the Hobrazian diving teams.

MessageEnough time has transpired that they have likely sent their own already. The Maharaja shall decree that a ship of ours explore the wreckage site and pick up the survivors from Hobrazia.

We would be honored if one of the National Malivian captains will run this mission.

MessageWe believe that the Hobrazian investigation which can be read in the HBC thread has already removed the wreck as our investigation was over and the Malivian government didn't contact us. But read it for yourself, and then contact our foreign minister.

ToDebating the Motion to send exploratory vessels to the sight of the Washibar explosion
MessageWe welcome the arrival of Malivian exploration vessels to the site of the Washibar, even some 5 years after the event, and we are confident that your crews will report back the same results as ours has especially once you have explored the wreck and debriefed your crew.
The Three Nation Council support vessel Tamar will be sent to rendezvous with your exploration vessels and escort your ships to the site within TNC controlled waters.
