| Message | Because I just realised: if we're changing the maximum quota, then we might as well change the quota given. By my calculations, this gives each party 6 proposals between every election (5 if my term length proposal doesn't change) which kinda stops a single party from hogging all the possible changes....as I'm doing right now. |
