In accord to the Honored Solentian Heroes Commemoration Act, candidates may be offered to the Senate for nomination and confirmation in regard to their placement on the list. The Federal Independent Party hereby proposes a candidate to number among the ranks of the those officially honored.

BIOGRAHPY: George Bartholomew Bailen was born on July 26, 2354 in Rhegium, Fuwan. The son of an electrician and a nurse, Bailen grew up in a less than traditional family for his time. Under the Nuncirist government, Bailen's family struggled on a daily basis to provide the basic needs for a growing community and dealt with routine oppression from officials. As a child, Bailen saw first-hand the crude and inhumane practices of the Nuncirist state and vowed to take a firm stance against its practices.

With little place to go in society, Bailen decided to take a different course in life than the both of his parents. Growing up in what was considered to be a "faithless" family, he chose to join the Terran Catholic Church, an organization that was at the time illegalized by the Nuncirist government. However, after studying Terran Catholic doctrine and dogma, Bailen became estranged from its teachings and took the initiative to start his own community of faith. He soon after founded the Xzarin Catholic Church in 2374, a church that held several similar views to the Terran Catholic Church, but ultimately parted ways on its viewpoint of tradition, custom, and spirituality.

After building a small, but growing organized community of faith underground, Bailen worked to actively spread the Xzarin Catholic faith to all citizens of Solentia. His intentions were to assist those who were being punished by the government for practicing their faith by allowing for a close network of citizens who sought to freely pray and speak their minds on the issue of religion. Within a short period of time, the community grew and started to become noticeably influential.

By the time he was 39, Bailen made the decision to run for Rhegium City Council in 2393. After the national takeover of the Communists and the departure of the Nuncirists, electoral restrictions lightly loosened over the nation. After making his candidacy official, Bailen formed the Xzarin Catholic Party, whose goal was to establish a democratic entity and progressive law within Solentia. Running on an open campaign that preached tolerance, truthfulness, and a new direction for Rhegium, Bailen won a seat on the City Council. His opponents in the race ruthlessly attacked him for his open view on government and charged him with the inability to efficiently serve on an important city council. However, this did little to deter his support.

While serving on Rhegium City Council, Bailen proposed the first of a series of legislation that pushed for the legalization of religion in public along with increased funding for social programs. Both were denied by the Communist led government, which refused to acknowledge Bailen and his ideas. Although the Communists claimed to support increased finance of public programs, they were steadfast in rejecting Bailen due to his non-communist stance. Bailen soon grew disenchanted with the Communists and from that point on made dedicated his life to fighting the corruption of an anti-democratic force. His life-long rivalry with Nuncirism and Communism began notably at this point.

After fighting for recognition on the Rhegium City Council and attempting to pass beneficial legislation for the growing impovershed, Bailen chose to run for the Council of Elders, which at the time was Solentia's federal legislature. At this point, Bailen was able to derive massive support from the Xzarin Catholic community that had been established over the last 25 years. Through help from the Xzarin Catholic Church, Bailen was able to effectively organize the Xzarin Catholic Party to run on the national level and attempt a country-wide win. The plan worked and the Xzarin Catholic Party was able to win over 67% of the seats in the Council of Elders.

Following the Xzarin Catholic Party's win, Bailen served as the leader of the Council of Elders and began national reformations. The country was abandoned by the Communists who no longer were able to push their agenda and change finally took place. Under Bailen's agenda, citizens were liberated from the chains of enslavement and democratic iniatives were abundant. The Xzarin Catholic Party was able to create freedom of religion, a successful mixed-market economy, government programs for the impovershed and low income, and civil liberties un-rivaled by any Solentian government in several centuries. Bailen also created new offices in the nation including the Supreme Archbishopry, which was created in response to the demand of the growing number of Xzarin Catholics in the nation.

In 2401, Father George Bailen became the first popularly elected head of state of Solentia in 60 years. Bailen established the rule of democracy in Solentia and served as the Federal Republic's first head executive. Through his term as Supreme Archbishop for six years, Bailen worked to establish some of Solentia's longest lasting traditions. The Federal Republic was born, the current government and state which Solentia works in, and has remained to this present day for over 175 years. The tradition of the head of state selecting his or her cabinet to fit his/her needs and serve the nation was created by Father Bailen. The national animal, sport, and style of legislative politics was all molded and established by Bailen as well.

As Supreme Archbishop, Bailen recreated Solentia's international influence. As the head of state and leader of the majority party within the Federal Republic, Solentia saw more international communication and treaties than it had in hundreds of years. The bitter and long-lasting Cold War with Wantuni was ended and peace restored. Free trade deals opened the nation's ports and revived a dying economy. Relations were restored with Kanjor, Jakania, and several other Majatran nations. Solentia took its place on several temporary integral panels at the time and voiced its opinion on matters that came to affect the entire continent.

At the end of Father Bailen's third term as Supreme Archbishop, he decided to make the Federal Republic a more secular state. Instead of the religiously-tied Supreme Archbishop, Bailen founded the Supreme Presidency. In a move that broke ties with his own party, Bailen worked to create a more secular entity that put aside religion to represent all citizens. Bailen influenced the creation of the Senate in the Federal Republic and created the Senate Wardenship. Under his reforms, the Senate and Supreme President now had a strong sense of communication and negotiation through the integral position of the Supreme Presidency, which essentially served as the Vice Supreme President. Tradition upon tradition was established by Father Bailen.

In Bailen's term as Supreme President, a national crisis emerged and confronted the young nation's security. Nuncirist sponsored terrorists began to plague the democratic process and threatened the youthful entity. As Supreme President, Bailen took absolute and firm measures and fighting the terrorist organizations by issuing a "War on Terror" which placed the government in an affirmative position against the enemies of the Federal Republic. With the backing of the Senate and Senate Warden Dennis Kucik, the nation was able to repulse the nuncirist uprising and the Federal Republic survived a potential fatality.

As time progressed, Father Bailen soon felt the Supreme Presidency ebbing at his strength. His physical appearance had notably aged and he became fatigued from the extremely demanding office. He did not seek a fifth term, fearing that his own health and the safety of the Federal Republic could be in peril. Bailen did not believe in serving more than four terms as he thought it could put democracy in danger to secure a single administration for that long in one office. Bailen officially left the Supreme Presidency in October 2410.

When Bailen's successor, and political rival, Richard Train won the Supreme Presidency, Bailen returned to the Xzarin Catholic Church. He also served as an integral advisor to the successors of the Supreme Presidency and served as the Federal Republics father figure. Ultimately, George Bailen worked as the most integral individual in establishing this nation. The Federal Republic would not be in the existance it is in now and would not harbor the great accomplishments and citizens it does to this day. George Bailen established the longest traditions and the most important standards of this country. He worked to revamp a system from totalitarianism to full-fledged democracy.

During the Conservationist government coup attempt led by the disgraced Julia Taylor, Father George Bailen served as an important leader to try and restore government peace and control. Bailen held multiple conventions in which he spoke to citizens in trying to reorganize a crumbling stability. This boosted national morale and brought a sense of security and hope. Bailen's long legacy of effective work and truthfulness to the people persuaded the citizenry to put their faith in his words. In the end, the coup attempt failed the government was restored in a short manner of time.

Even as he aged, Bailen remained active in his role as a Solentian. In 2444, at the age of 90, Father George Bailen was elected as Supreme Archbishop of the Xzarin Catholic Church. From there on out, Father Bailen oversaw the nation's largest church and led the 75% of Solentians who followed Xzarin Catholic doctrine. Bailen continued to meet internationally with leaders of other religions and assisted in the advising the growing government regimes. He acted as a third party in negotiating foreign affairs deals and diplomatic issues. His service to the nation never ceased until his last breath.

Father George Bartholomew Bailen passed away on May 9th, 2459 at the age of 104. A man of courage, respect, professionalism, charity, and modesty, Father Bailen represents the model of every Solentian man and woman. His agenda was nothing but progress for the nation's sake and proved to positively shape this country's current state. His achievements are numerous and his works respected. Father Bailen established the most successful and active administration this nation has ever seen and nourished the young Federal Republic until it was strong enough to stand on its own. Father Bailen is the true exemplar of the greatest of all Solentians.
