MessageThey are called lower courts. Regional is another way of saying lower court. I really don't see the problem with this bill.

MessageNo the lower courts are just the courts under the supreme court, but still part of the national judiciary system. So this would not just be a reaffirming, but a complete reorganisation of everything below the supreme court
