MessageCurfews are a useful tool for crime control. They permit local governments to conserve scarce police resources. Night time is prime time for criminal activity because of the cover of darkness, and because people are sleeping, and therefore defenseless. Curfews permit local governments to conserve resources by decreasing the amount of police needed to monitor the night. Instead of having to monitor everyone and filter citizens engaging in legal conduct from those engaging in criminal conduct, most citizens will simply obey the law. Those who don't can just be detained for curfew violation.
