Introduction Explanation:
This Resolution would set up a recognized award given by the Senate to a valorous citizen who has displayed immense courage and stood as the true exemplar of an outstanding Solentian.

Section I: Senate Findings

Article 1) The Senate finds that there is a multitude of Solentian citizens from the past and present that are currently un-recognized for their great works.

Article 2) The Senate finds that in order to appropriately and fairly recognize these esteemed individuals there must be a government sponsored award of recognition.

Article 3) The Senate finds that the most appropriate fashion of recognizing a courageous citizen is to craft an unparalleled award that ranks as the highest honor a Solentian citizen may receive.

Article 4) The Senate finds that through adequate research and debate, a citizen may be bestowed the award as a formal way to appreciate their sacrifices made for the Federal Republic.

Section II: Application Process

Article 1) Any Senator may request that any Solentian citizen, who has displayed outstanding qualities and actions, receive this award.

Article 2) Any candidate proposed for the award should be supported with information regarding the individual's life and achievements.

Article 3) Following the proposal of a candidate, debate shall ensue in which all voices will be heard in regard to the approval of the named individual.

Section III: Confirmation

Article 1) After the process of application and debate, the Senate shall hold a vote to either confirm or reject the proposed candidate.

Article 2) A candidate must receive a 2/3 majority of the Senate's vote in order to be confirmed and receive the award.

Section IV: Revision

Article 1) No citizen that has received the Solentian citizenship award may be revoked of their right to the medal unless there is full support from the Senate and the Supreme President.

Section V: Award Title

Article 1) The Solentian citizenship award, which is referred to throughout the listing within the resolution, shall be known as the Father George Bailen Medal of Freedom. It shall not be referred to by any other title.

Section VI: Rules

Article 1) Only one candidate may be proposed at a time in order to allow more debate per individual.

Article 2) This Resolution requires a simple majority of votes in the Senate in order to pass.

Article 3) This Resolution will take effect when passed and will remain as binding law until the Resolution is overturned by a piece of legislation specifically designed to reverse its effect.

MessageOOC: I'm going to admit, although I like the idea a lot, even I think that naming the medal after George Bailen (especially since we're using the term Father, and titles were made unofficial a while ago) seems a little to partisan for my tastes. Should be something less tied to the FIP specifically. Sorry.
