Description[?]:
We feel that in extreme circumstances, non-fatal torture should be allowed. Torture would only be permitted with the approval of the Philosopher, and the Philosopher would have to inform the Congress. If the Congress of National Deputies finds torture unnecessary, they can overturn the Philosopher's decision with a majority vote. |

Message | Consider this scenario: A terrorist has been captured. He has planted two bombs. One has already gone off, killing many citizens. The police force does not know where he has planted the second bomb. The police have thirty minutes to find and disarm the bomb, or more citizens will die. They could ask him politely, but I doubt that will work. If a pardon is offered in return for the location of the second bomb, terrorists will know they can escape punishment by planting two bombs, and using the second to free themselves. Threats could be made, but without legal torture, there is little they can do. Their only option is to search for clues in the little amount of time left. Do you think they'll be successful? With torture, the police have a greater chance of finding the location of the second bomb. A trained interrogator knows when his subject is telling the truth and when he is lying. The suspect will say anything to stop the torture, but the interrogator will know when he is lying. The only thing the terrorist can do to stop it is to tell the police the location of the bomb. With trained interrogators, the police will get the location of that bomb. |
