Introduction Explanation:
This Resolution would set up an executive succession of power system in the case of the death or inability to govern by the Supreme President.

Section I: Senate Findings

Article 1) The Senate finds that under the current system of power there is no order of succession.

Article 2) The Senate finds that under the current system the nation may fall into disarray due to the lack of a uniform executive administration.

Article 3) The Senate finds that in the case of Supreme President's death or disability, there must be a successor to temporarily assume control of the office until the situation is rectified.

Section II: Legalities for Succession

Article 1) The incumbent Supreme President may only be removed on the basis that he or she may no longer properly rule the nation due to a health concern or fatality.

Article 2) The incumbent Supreme President may not be impeached on the grounds of health or fatality.

Article 3) The incumbent Supreme President must either write or endorse a document stating that he/she is unable to perform the necessary duties and functions within the powers of his/her office. This document must be sent to the Senate where it will be observed and acknowledged.

Article 4) In the case that the Senate does not believe the Supreme President is truly unable to serve his office, the Senate may override the document on grounded proof and reason with a 3/4 vote.

Article 5) The Supreme President does not have the ability to choose his/her successor. The confirmed successor will be elevated based off his/her current office.

Section III: Order of Succession

Article 1) Following the death or disability of the Supreme President, the Senate Warden shall be temporarily elevated to the position of Supreme President.

Article 2) Following the death, disability, or office vacancy of the Senate Warden, the Minister of Foreign Affairs shall be temporarily elevated to the position of Supreme President.

Article 3) Following the death, disability, or office vacany of the Minister of Foreign Affairs, the Minister of Internal Affairs shall be temporarily elevated to the position of Supreme President.

Article 4) Following the death, disability, or office vacany of the Minister of Foreign Affairs, the Minister of Finance shall be temporarily elevated to the position of Supreme President.

Article 5) Following the death, disability, or office vacany of the Minister of Finance, the Minister of Defense shall be temporarily elevated to the position of Supreme President.

Article 6) Following the death, disability, or office vacany of the Minister of Defense, the Minister of Justice shall be temporarily elevated to the position of Supreme President.

Article 7) Following the death, disability, or office vacany of the Minister of Justice, the Minister of Infrastructure and Transportation shall be temporarily elevated to the position of Supreme President.

Article 8) Following the death, disability, or office vacany of the Minister of Infrastructure and Transportation, the Minister of Health and Social Services shall be temporarily elevated to the position of Supreme President.

Article 9) Following the death, disability, or office vacany of the Minister of Health and Social Services, the Minister of Education and Culture shall be temporarily elevated to the position of Supreme President.

Article 10) Following the death, disability, or office vacany of the Minister of Education and Culture, the Minister of Science and Technology shall be temporarily elevated to the position of Supreme President.

Article 11) Following the death, disability, or office vacany of the Minister of Science and Technology, the Minister of Food and Agriculture shall be temporarily elevated to the position of Supreme President.

Article 12) Following the death, disability, or office vacany of the Minister of Food and Agriculture, the Minister of Environment and Tourism shall be temporarily elevated to the position of Supreme President.

Article 13) Following the death, disability, or office vacany of the Minister of Environment and Tourism, the Minister of Trade and Industry shall be temporarily elevated to the position of Supreme President.

Article 14) In the case of the absence of the cabinet, the Senate shall nominate a Senator to fulfill the duties of the Supreme Presidency.

Section IV: Limitations

Article 1) Once a successor has been installed according to the order of succession, the new Supreme President will fill out the duration of the current term.

Article 2) A successor has the right to run for reelection directly from the office of the Supreme President in order to win a second consecutive term.

Article 3) A successor has the full power of a regular, popularly elected Supreme President.

Article 4) The Senate may not impeach a newly installed Supreme President from the order of succession until after half of the term the office-taker serves is completed.

Section V: Rules

Article 1) This Resolution requires a simple majority of votes in the Senate in order to pass.

Article 2) This Resolution will take effect when passed and will remain as binding law until the Resolution is overturned by a piece of legislation specifically designed to reverse its effect.
