| In order to better support Revolutionary causes throughout Terra, the Socialist Republic of Al'Badara has decided to enact the following policies: Pan-Terran Red Army (P-TRA) funding is to be permanently guaranteed with funds from the Al'Badaran defense budget. The amount of funding to be provided to the P-TRA shall be no less than 10% but no more than 25% of the total defense budget; this percentage shall be set whenever a new budget is passed. 15% of the Al'Badaran national army, navy, air force and/or any other branch shall be available to assist the P-TRA in any conflict the P-TRA finds itself. An additional 5% will be available upon request. This bill shall not preclude the possibility of additional military support to the P-TRA. This is contingent upon Al'Badara not being in need of these forces itself. P-TRA forces shall be permitted free access to Al'Badaran territory, so long as the Foreign Affairs Minister and Defense Minister are informed beforehand. All airstrips, ports and other transportation infrastructure shall be available to P-TRA forces. All Al'Badaran medical facilities shall accept injured P-TRA soldiers.
