Description[?]:

With the war in Athlorcaea (formerly Hutori) over, and a pile of ash and rubble left where a country once was, our only land-bound neighbor has much work to do before becoming a functioning nation again. I believe it is in the interest of our relations if we aid the rebuilding process. Not to mention, assistance now could yield massive economic and trade benefits for Telamon in the future. Althorcaea is a brand new nation that we should consider investing in.

Article I
Telamon shall provide 882,000,000 TPDs annually (to be deducted from the foreign affairs budget) to aid the rebuilding effort in Athlorcaea.

Article II
Parliament shall authorize the creation of an all volunteer "Aid Corp," to be composed of skilled non-military personnel with the mission of providing humanitarian relief, which shall then deploy 2,000 members to Athlorcaea.

Article III
Telamon shall commit 6,000 soldiers, at least 5,000 of which shall be trained medics or engineers, to assist the distribution of aid, oversight of refugee camps, and rebuilding of the country.

Article IV
Telamon shall immediately cease providing all aid and withdraw all government affiliated personnel as soon as one of the subsequent conditions is met:

1) The Athlorcaean legislative body passes a resolution requiring Telamonian withdrawal.
2) The Telamonian Parliament passes a bill (by a majority of ALL parties) ordering withdrawal.

MessageShould we find this proposal acceptable, we will need to agree on numbers. Also, should this proposal be accepted, I would request that a portion of our 11 billion TPD surplus be allocated to our foreign affairs budget, allowing us to provide more aid.

Message"I will restate my earlier estimates then: For personnel I would say 250 to 400 troops per camp, most of which will be medics and engineers. The main goals will be to treat wounded and set up decent shelter. A good idea would be to set up 10 to 20 of these refugee camps. Each camp will also probably need 10 to 25 vehicles to transport personnel, supplies, tools and such.

So let's see: 3,500 Pounds worth of gasoline per vehicle x 25 x20= 1,750,000 TPD for gasoline.
Then there's repairs, Telamonese Army vehicles are made to need very few repairs during their entire lifetime, but an estimate of 1,500 TPD per every 5 vehicles would be smart, so 1,500 x 5 x 20= 150,000 TPD for repairs.
Next are the big expenses: Food, clothes and housing. I would say 400 TPD worth of food per month per person would be an okay estimate. So how many refugees will there be? 5 million would be about right, so 20 Million for food per month. How many months will the project be for? 6-12 I think, so 240 million TPD for a year of food.

A half million 10 person shelters at 1,500 TPD each is 750,000,000 TPD.
Clothing and medical supplies and other various expenses could be an estimated 400,000,000 TPD.

So my final estimate would be 881,900,000 Telamon Pounds to run such an operation with 20 camps for one year for 5 million Hutorians. This would mean 250,000 refugees per camp. Of course, the refugees will be encouraged to help set up the temporary shelters and even build permanent ones for themselves down the road, so we wont need tons of troops from the engineer corps. to help rebuild."

MessageMilitary personnel are fine. We can trust them to distribute the supplies fairly and we know they have the skills necessary to help rebuild already. We're not going to be sending down an army, just people who work for the army. Most of them will be medics and engineers.
