Parliament is quite capable of calling an election when it is needed. The proceedure should be along these lines. 1) The Prime Minister first of all gets Parliamentary Consent to retire the Government. 2) The Prime Minister then goes to the Imperial Palace to ask the Laird for permission to dissolve the Parliament. (The Laird usually accepts, as a courtesy to his Prime Minister). 3) The Laird and the Prime Minister then travel together to Parliament in the Golden Carriage of State to dissolve it. 4) MPs return to their constituencies, and begin their campaigns. 5) The people vote in the election. 6) Once the results are in party leaders negotiate with one another for the creation of a Cabinet. 7) The Laird will then approve the Cabinet, providing it will get the support it needs. |
