MessageWe have tried this before and it is a bad idea (all parties will propose 10 different cabinets)

Plus there has to be a "reward" and a challenge for being and/or becoming the largest party (it ensures good RP)

MessageNo, it ensures stale RP within the nation. By democratising the ability to propose the cabinet, to hold onto power becomes more of a challenge, and it makes for a better RP, since it is otherwise impossible to bring down a bad government. Just think how easily the Union of the Godless would have been quelled with such legislation.
