Article 1. In order to allow all children of school age to be guaranteed a suitably high level of education, without the requirement of extra expenditure from parents in order to provide for said education, whilst also guaranteeing that Government money is spent on educating pupils and not proving income to private companies, the Government will operate publicly funded state schools. These schools will be required to maintain high educational standards, guaranteed through the teaching of the National Curriculum and by teaching assessments before and during teachers careers, in order to allow for all pupils to reach their full potential. Teaching assessments of teachers will be carried out every 5 years to guarantee that teachers are maintaining high quality teaching. 5 yearly increments will be used in order to guarantee that an individuals abilities are not severely hampered by individual problems with individual pupils. Pupils who are found to have abilities in certain areas of education will be allowed to be "fast-tracked" through those areas of their education, with the introduction of specialist "centres of excellence" which will allow those pupils, with permission from their teachers and guardians, to be accepted for accelerated learning classes within these centres. Places for all children at state funded schools will be guaranteed. Parents wishing to utilise Private schools for education can, and will, be allowed to do so. Article 2. Allows the operation of Publicly run Charter Schools within the Hobrazian School system (in line with current laws). Such schools must be operated by non-profit organisations to provide its pupils with a specific focus to their studies in order to guarantee that expenditure provided by the Government is spent on educating the pupils and not on shareholders, as well as be expected to maintain the high quality of education that is provided through the Hobrazian Scholastic system. |
