Accepting that animals on the brink of extinction must be protected in order to stop the loss of unique animal species through the spread of human interactions, whilst also accepting that the ownership of certain animals by private individuals or groups can encourage the survival of a species that might otherwise be lost to the world, the government will enact two legislative amendments into law. 1. The hunting of endangered animals is illegal. It is foolish to believe that encouraging hunters not to hunt endangered species will, in any way, stop or even significantly reduce the numbers of these animals being killed. In order to prevent the loss of these species the government will enforce a legal directive stipulating that: Any person(s) caught in the act of hunting for, or killing, any animal designated as endangered will: - be placed under arrest and incarcerated in a prison for a minimum of not less than 5 years; - fined no less than 10,000HCR; - have all licences pertaining to the allowance of hunting/fishing/etc be removed indefinitely; - the removal and revocation of any licences allowing the ownership of any form of hunting equipment. 2. Everyone may keep endangered animals, but the trade in, and the ownership of, endangered animals is strictly regulated by the government to prevent their extinction in the wild. Accepting that the ownership of endangered animals by private individuals or institutions can have a positive effect on the survival of the species as a whole, whilst also accepting that the taking of such animals from the wild for private ownership must be curtailed in order to prevent the loss of the species from the environment the government will enact the above stated legislation. Regulations to include: - No animal maybe removed from the wild for the private ownership of any individuals or groups which would entail the removal from the mother. Zoological institutions may, in extreme situations, take individuals from the wild that would otherwise have no chance for survival, but these individuals must not be removed for any other reason; - any person found removing an animal from the wild for private ownership will be arrested and incarcerated for not less than 2 years; - any person found removing an animal from the wild for private ownership will be fined no less than 10,00HCR; - any person found trading endangered animals which have been removed from the wild will be covered by the above mentioned legislation and fined a further 10,000HCR. |
