Following a totally unexpected crash in stock exchange and since private and speculations over small industries stocks lead many middle-income citizen to lose most or all their savings. Economy Minister Findings: The Crash was provoked mostly by the collapse of one of the few private financiary istitution in our Country, the "Al Doleh Loans and Investment". The company start selling his shares promising a very high rate of return. While it takes one year for the commitee of The Quanzar National Cooperative Saving Bank to rate how safe some stocks are, many were attracted by the promised yield of the stocks, and they began investing. Since many small industries were also attracted and started purchasing stocks a urgent investigation was launched by the Cooperative Saving Bank to check better the situation. Democratic Worker Councils did not invest money in those stocks because they cannot do it by law until the stocks are rated. The investigation discovered that the ADLI institution was simply a pyramid scheme, and a very shortlived one. When the flow of new members decreased the value of ADLI stocks plummeted burning small industries and middle-income citizens savings in few hours. The social situation is now unstable, many small industries will be forced to go out of business and many more citizens requires a more comprehensive social security. This is going to jeopardize our entire economical system, just thinking that we were running a 15billions QUA surplus and now we are on a 8bln deficit. I will strongly oppose any attempt to cut social security, but now we need more income. This also taught us that capitalist industry cannot be trusted in any way because eventually the capitalist scheme of oppression will show itself in his cruelness. I hereby propose: 1) The Democratic Worker Councils system will be imposed on all level of the economy except Agriculture. The system will stay private and the state will not be part of it. All the small industries will be given to the DWC according to the competition quotas of Economical and Financiary Act, 2098. 2) Taxes will be raised on the DWC since their new properties will surely help them to sustain the new taxes 3) Taxes on Luxury items will be increased until the situation requires it |

Message | Revival Party raises a good point and I'm going to answer it. We all know that some of the profits private industries extort from their workers will be invested in research and development, so that their industry can keep on making revenues. Nevertheless, first we must point out that copyright is illegal for most of the technology in Quanzar. This makes industries less prone to spend money in their R&D so the lost will be minimal. Second, democratic worker councils are "private", and researchers are workers as well, so I don't think that research will take any serious hit. Third, we established a series of public universities around the country, so it's our duty to spend some of the taxes on research and technology everybody can use. Unfortunately Deltaria makes our defense budget still a priority, but the system will work fine. Haytham Daei, Economy Minister. OCC: yeah ^^ RPG!.
