Current: The nation shall never develop, purchase or store biological or chemical weaponry.
Proposed: The nation reserves the right to develop, construct and store biological and chemical weapons.
Article 2

Old value:: The nation shall never use chemical or biological weaponry in warfare.

Message | OOC: reform means change, look it up in a dictionary. a revolution is merely a large amount of reform happening at the one time. Message | ooc - if we look at wikipedia, not the most reliable source, I must add, it clearly states "Reform is generally distinguished from revolution. The latter means basic or radical change; whereas reform may be no more than fine tuning, or at most redressing serious wrongs without altering the fundamentals of the system. Reform seeks to improve the system as it stands, never to overthrow it wholesale." This is especially true from a Marxist perspective, which I am RPing.
