The Liberal-Royalist Party agrees with the government that pesticides are a bad thing, but sometimes they are needed to respond to imminent threats. For example, a radioactive locust plague in Roccato is threatening to eat most of the rice harvest right now!

This proposal will empower kocal governments to give out permits for pesticide use in emergencies, such as imminent threats to the harvest.
