MessageDo you seriously believe the only thing that prevents this happening is this law? Perhaps the government should pass a law requiring people to walk on two feet - I am sure that, if left to their own devices, people would be entirely incapable of realising how to walk properly.

MessageThe law ensures that people can be punished for acting in such a manner, which should hopefully ensure that it won't happen. If this law doesn't exit then we are left to rely upon non-legal codes of practice, which may or may not be instituted, and could only apply to businesses.
