As a first move towards introducing a tax system in Luthori which is fairer on the poorest whilst raising the extra tax revenues needed to fund vital social and infrastructure projects, I commend this budget to the Diet.

MessageMr Speaker,

The effect of this proposal will be to raise overall income tax revenues by about 30% in order to fund the increases in education and health spending that are desperately needed in this country. We will achieve this by asking those who are able to pay more to pay more, whilst at the same time reducing the tax burden on the poorest families. This budget is fair and reasonable to everybody. It deserves to be passed.

The spokesman for the Covenanters is factually wrong to suggest my proposed budget will not reduce the tax burden on anyone. For instance, if he cares to look at the income statistics for the region of Utagia (see http://80.237.164.51/particracy/main/viewregion.php?regionid=61) he will observe that the lowest income-earners there earn 3640 LPD per annum. Under the current taxation system, those people will be taxed 364 LPD per year, but under our tax proposal that person they will not be asked to pay a penny. In fact, under my proposal everybody earning under 10,000 LPD will pay less tax than they do already under. People earning exactly 10,000 LPD a year will be unaffected by my proposal, being taxed 1000 LPD (10% of their income) under both my proposal and the existing taxation system.

As a person's income rises above 10,000 LPD, my taxation proposal begins to become more progressive in asking people to pay more than they do already. Let's take a person earning 15,000 LPD a year, for example (you will notice not a single person in Utagia earns this much in a year, but some of the other regions seem to have more high-earners). Under the current taxation system, he will pay 1500 LPD a year in tax (10% of his income) whilst my taxation proposal would require him to pay 3000 LPD a year (20% of his income).

Like all budgets, this budget has winners and losers, but this one gives a foot up for the poor instead of another extra boon for the rich. In the long-run this budget will benefit everybody by helping to build a more equal, more cohesive society that can sustain decent public services.

My tax proposal will not require *anybody* to pay anywhere near half of their income in tax. According to the statistics, the highest income-earner in all of Luthori lives in the region of Yodukan and earns 30,090 LDP a year. Under my reform, this person will pay 8036 LPD in tax, which is still only 26.7% of his income.
