We, the Free Republic of Dorvik and the Federal Republic of Kalistan hereby reaffirm our eternal Friendship and Affinity. To this end, both signatories to this agreement propose a regular cultural exchange between our two nations, with the expressed purpose of strengthening our association. We also propose the following programs be established in both of our two countries. Article 1- Student Exchange There shall be a regular and enthusiastic exchange program for students in both secondary school and post-secondary through the first four year degree set up, with the aim at encouraging students of one country to travel to the other to learn and visit. a. Students will be exchanged on a 1:1 basis, with exceptions granted by the host country's government. b. Students from one of the signatory countries studying in another signatory country on a full-time basis will be granted all subsidies offered to students from the host country, as if the visiting student was a citizen. c. Host countries will offer scholarships on a limited basis to visiting students, which will completely cover the cost of living (lodging, a food and clothing allowance, and a social stipend.) Students must apply to the government of the country they wish to visit for the scholarship. Scholarships shall be granted to no more than 5% of all applicants to the exchange program and are based on a first come, first serve basis per each fiscal year, per program (either secondary or post-secondary). Article 2- Cultural Exchange Each year, the signatories governments will promote visitation to the other country by its citizens. a. Both governments will eliminate visa and entrance/exit taxes for citizens of the other nation. b. Both governments will eliminate passport requirements for citizens of the other nation. c. Each government will sponsor an annual cultural exchange fair, one in the summer and one in the winter, which encourages visitation from the country opposite of the location of the fair, to come to the fair and share cultural programming (plays, art, music, lectures, social activities, and leisure events) with locals. For example, if the Summer Cultural Fair is held in Dorvik, cultural representatives of Kalistan will travel to Dorvik and put on various Kalistani cultural exhibitions to inform citizens of Dorvik about Kalistani culture, and vice versa. |
